SP rejects Mambusao’s P471-M investment plan

The Sangguniang Panlalawigan of Capiz will not approve Mambusao’s P471-million Annual Investment Plan unless the signature of fugitive mayor Leodegario Labao Jr. is replaced by the signature of Acting Mayor Jose Alba.

In its regular session March 5, the SP rejected again the town’s AIP, which has been pending before the body for three months now.

Board Member Emmanuel Billones Jr. suggested returning the plan to Mambusao Sangguniang Bayan to replace Labao’s signature with Alba’s.

Last week, majority of the body refused to pass the AIP for the same reason despite the efforts of some members to have the AIP approved.

Board Member Jeffrey Layo tried to convince the body saying Labao’s warrant of arrest was already lifted. Layo said even Governor Victor Tanco Sr. recognizes Labao as Mambusao’s mayor.

Billones countered why Labao is still in hiding despite the lifting of his warrant of arrest.

Before the May 2013 elections, Labao was issued a warrant of arrest for allegedly masterminding the killing of former Mambusao vice mayor Dr. Abel Martinez in May 2012.

Meanwhile, Alba will seek advice from the Department of the Interior and Local Government regarding the non-approval of the town’s AIP.

It will take a lot of time and effort to change the AIP to replace Labao’s signature, Alba said.

He admitted that Labao reported only once since they assumed office in July 2013.

Reports said a court in Mambusao is still to decide on Labao’s motion for judicial determination of probable cause. Moreover, the Supreme Court is yet to appoint a judge in the court which handles Labao’s case.  By: Felipe V. Celino / The Daily Guardian
