ROXAS City –Vice Mayor Jose Alba will be the acting mayor of Mambusao until Mayor-elect Leodegario Labao, Jr. surfaces from his months of hiding.
DILG acting provincial director Clynne Deocampo confirmed that Labao cannot assume his post while in hiding even if he reportedly took his oath of office and has complied with all the requirements to assume office.
“By operation of law, Alba will assume the chief executive post until Labao surfaces,” Deocampo said in reaction to the privilege speech of SP member Eleuper Martinez.

She added that within 30 days since Alba assumed Labao’s post, he cannot fire, hire or demote a regular employee . But he can withdraw from the bank account of the local government as long as the local bank’s requirements are complied.
In his speech last July 17, Martinez said the residents of Mambusao are at loss because they do not know their mayor or whom to go to in cases of emergencies.
“Personnel are being terminated, demoted, transferred and even fired. In short, there are hiring and firing of personnel to the detriment of the Civil Service Law,” the Board Member claimed, there were attempts to withdraw money from the account of the local government of Mambusao from a local bank.
Martinez has asked the personnel from the DILG to appear before the provincial board to brief the body on the real status of Mambusao LGU. But the SP asked Martinez, who sits as chairperson of committee on laws, to conduct a hearing on the issue.
Alba, the former Mambusao mayor who already completed his three terms, ran as vice mayor of Labao under the National Unity Party.
Reports said the regional office of DILG received on July 1 a copy of a notarized oath of office of Labao as mayor of Mambusao town. The oath was administered and notarized by lawyer Geraldine Ranillo on June 25 in Taguig City.
But the DILG said there were doubts over the notarized oath because Labao “must be physically present” to take the oath. ( Capiz News believes the oath of office is authentic)
Labao has been in hiding since the Mambusao Regional Trial Court Branch 21 in Capiz issued a warrant for his arrest and four others on April 10 in connection with the death of former MambusaoVice Mayor Abel Martinez on May 4 last year.
Police have failed to locate Labao, who is allegedly the mastermind of the vice mayor slay case.
The other suspects are Geger Francisco, Sunday Danid, Army S/Sgt. Rommel Pamotillo and Roger Loredo. Labao and Francisco remain at large.
Labao defeated Martinez’s daughter, Sharon Martelino, and two other independent candidates last May 13 elections.The Daily Guardian as re-posted by Capiz News.
